Energy transition
The adoption of the Dutch Climate Agreement in 2019 was the start of the transition towards a clean and renewable energy system in the Netherlands. One of the goals is to obtain 70% of all electricity from renewables by 2030. By 2050, seven million homes and one million buildings must be free of natural gasses. Radical changes are needed to generate renewable heat and energy. Companies, municipalities, residents and grid operators play a crucial role in this transition. &flux drives the energy transition: we work on realising a sustainable energy supply in the Netherlands – from strategy to execution.
The challenge
An energy system compromised of renewable energy sources only
&flux manages projects and creates valuable partnerships. We are involved in innovative heat-cold strategies, natural gas-free projects, smart energy systems, system integration, new energy infrastructure and strategies for the reduction of energy consumption and greenhouse gas emissions.

From strategy to execution
We take the lead in accelerating the transition towards renewable energy sources by working closely together with stakeholders from start to finish. To achieve ambitious goals: we are proactive, establish a plan of action and facilitate necessary resources. We do this at three different levels: strategic, tactical and operational.
Strategic
How do you translate vision to strategy? We support and guide the process of decision-making by setting concrete goals.
How can we make local energy demand fossil-free? Important themes include grid congestion, presence of heat sources and optimal integration of energy systems. Social consensus is key to this process – how can this be achieved? At &flux we do not focus solely on the task at hand, we create new partnerships.
Tactical
To achieve your goal, you need to know which steps to take. A clear roadmap, for example, offers perspective.
At the tactical level, &flux explores the playing field and investigates prospects for action. Through a stakeholder and environment analysis it is possible to identify which stakeholders play an influential role and which factors need to be taken into account. In addition, resource strategy enables municipalities to prioritize and address risks in a timely manner. To this end, we often work with a programmatic approach within the public domain. By drawing up feasible business cases we facilitate a route to the future energy system.
Operational
&flux is involved in implementing programmes on the ground to realise genuine impact.
We translate tactical steps into implementation and embed them within the organisation to create ownership. We support municipalities in drafting and implementing insulation approaches and local approaches.

Heat transition Voorne aan Zee
All municipalities have drafted and recoded a Transition Vision for Heat (TVH) in which priority neighbourhoods are identified. However, going from ambition to implementation and realisation takes effort. The municipality of Voorne aan Zee wants prospects and concrete steps to enable this transition.
We translated the vision of the municipality Voorne aan Zee into a strategy for action by, among other things, preparing a stakeholder analysis, identifying connection opportunities, working out an indicative feasibility of heat sources and organising joint working sessions with different domains within the municipality. This provides a solid foundation for the next phase: drafting and adoption of the Neighbourhood Implementation Plan.
